"The Oklahoma Lottery – the USA Lottery Co. from the State of Oklahoma"
The Oklahoma State Lottery was originally created back on November 2nd 2004 after a piece of legislation was passed – having been put to the vote and received an overwhelming “Yes” from the State’s citizens – allowing a State Lottery to be operated within Oklahoma.
The OK Lottery is operated by the Oklahoma State government who oversee the running and organization of OK Lottery games.
Right from when the first Oklahoma Lotto ticket was sold back on October 12th 2005 – the principal aim of the Oklahoma Lottery Commission was to raise funds for education within the State.
This is still the case today and the Oklahoma Lottery can proudly claim to be one of the few USA Lottery companies that puts all of its lottery profits into the area of State education.
The Oklahoma Lottery Commission is based in Oklahoma City.
The Oklahoma Lottery sells lottery tickets from its network of authorized OK Lotto retailers throughout the State and its HQ address is 3817 N., Santa Fe, Oklahoma City, OK 73118.
In addition to the OK Lottery HQ there are 14 Claim Centers where you can claim your OK Lotto winnings – these are at Tulsa, Ardmore, Bartlesville, Elk City, Guymon, Lawton, Madill, Norman, Muskogee, Oklahoma City (x2), Pauls Valley, Perry and Yukon.
The Oklahoma Lottery also takes part in 3 of the biggest world lotteries – the Multi-State USA Lottery games Mega Millions and Powerball which we will be looking into in much greater depth – as well as the slightly smaller Multi-State game – the Hot Lotto.
We will be looking at the various OK Lotto games below – how these games work and who can play them – as well as delving into some history of the Oklahoma Lottery Commission in detail.
There are numerous games that are offered by the Oklahoma Lottery including the Mega Millions and Powerball – two of the largest world lotteries – as well as the Hot Lotto which is also a Multi-State USA Lottery game.
We will first of all take a look at these multi-state USA Lottery games – that the OK Lottery offers in conjunction with the MUSL – Multi-State Lottery Association and Mega Millions Consortium – and later move on to the other OK Lotto games available.

Powerball is a Multi-State USA Lottery that is run & syndicated across the USA by the MUSL – Multi State Lottery Association – and is one of the largest lottery games in the world having produced a world record jackpot of US$ 1.58 BILLION. This huge amount is the biggest lottery jackpot to have been won to date in the history of world lottery games.
The very first Powerball draw took place on April 22nd 1992 with 16 USA Lottery companies – who were all members of the MUSL – taking part after the game changed its format and name from Lotto America which had first begun on February 13th 1988.
The Oklahoma Lottery is 1 of 47 US State Lotteries & District Lotteries that offer the Powerball game – in this case the Oklahoma Powerball – as part of its overall lottery portfolio.

Mega Millions is a Multi-State USA Lottery game that is run and operated by the Mega Millions Consortium – who administer and syndicate the game across the USA and is one of the largest lottery games in the world – having produced a massive world record jackpot of an incredible US$ 656 MILLION on March 30th 2012. This record lottery win was shared equally between 3 winning Mega Millions tickets from Illinois, Kansas and Maryland and is the 2nd biggest ever lotto jackpot won to date.
The very first Mega Millions draw took place on May 17th 2002 with 6 USA Lottery companies taking part who were all members of the Mega Millions Consortium.
The game had changed its name and format from the Big Game which had started on August 31st 1996. Upon this change – 2 further State Lotteries joined and many more were to follow.

2003
April sees legislation in the State of Oklahoma passed which will be put to a vote of its citizens – to determine whether or not a State Lottery and a Lottery Trust Fund should be created within Oklahoma.
2004
On November 2nd – the people of Oklahoma vote a resounding “Yes” to the creation of a lottery within their State – and so the Oklahoma Education Lottery Trust Fund is formed. The Oklahoma Education Lottery Act is also passed – which creates the Oklahoma Lottery Commission.
2005
The OKLottery begins selling its first OK Lottery tickets on October 12th. These first tickets are Scratchers for a game that has a top prize of US$ 777 and is called LUCKY 7’s.
On November 10th – the Oklahoma Lottery Commission introduces its first main online OK Lotto game – PICK 3. With PICK 3 – players need to pick 3 numbers from 1 to 9.
2006
The Oklahoma State Lottery becomes the 32nd member to join the Multi State Lottery Association (MUSL) on January 14th 2006. As an MUSL member – the OK Lottery joins the national POWERBALL game and begins to sell OK Powerball Tickets.
A world record POWERBALL jackpot of US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. Up until May 2013 this huge win had been the largest lottery jackpot ever to be won on a single lottery ticket.
On June 17th – the WJW Investment Trust are the lucky winners of what is the very first Oklahoma Powerball jackpot – an incredible US$ 101.8 Million. The Trust decided to take the cash option of US$ 46,276,534.29. This win still stands as the second biggest OK POWERBALL jackpot won to date.
The Oklahoma Lottery introduces its second in-state online OK Lotto game – CASH 5 – on September 5th. The CASH 5 has a matrix of 5/36 and draws on Tuesdays and Thursdays.
2007
June 27th saw Don and Joyce Harvey from Muldrow, Sequoyah County win US$ 105.8 Million on the OK POWERBALL. The Harvey’s decided upon the cash option of US$ 46,837,771 for what was Oklahoma’s second POWERBALL jackpot win – a win that still ranks as the NUMBER ONE OK POWERBALL win to date.
On July 14th – the Oklahoma Lottery adds a third draw to its online CASH 5 game. Saturday drawings now compliment the existing draws on Tuesdays and Thursdays.
In October – the OK Lottery introduces a TV game show where players could win up to US$ 50,000. The show was aired on KOCB and COX Communications Cable channel.
2008
As an existing member of the Multi-State Lottery Association the Oklahoma Lottery joins in a second national MUSL game – the – Hot Lotto on January 3rd. The HOT LOTTO was originally launched on April 2nd 2002 and has draws every Wednesday and Saturday at 9.59pm CST.
January 3rd also sees the Multi-State Lottery Association introduce a "Sizzler" feature to its HOT LOTTO game – which multiplies non-jackpot prizes.
The Oklahoma State Lottery introduces a new Scratcher game on February 12th – BLACKJACK – which costs US$ 1 a play and a top prize of US$ 2,100.
A US$ 84.9 Million jackpot was won on the OK POWERBALL on July 2nd by the Heritage Trust. This still stands as the third largest jackpot to be won on the Oklahoma POWERBALL so far.
A new US$ 2 Scratcher is introduced by the OK Lottery on December 2nd – OKC THUNDER which has a top prize of US$ 10,000.
2009
January 4th sees some significant changes to the POWERBALL game – the intention being to create larger jackpot prizes and produce even more winners. Starting jackpots are now raised to US$ 20 Million, a new US$ 1 Million prize level is created and the Powerball matrix changes to 5/59 + 1/39. Also – drawings for the Powerball now move to Orlando’s Universal Studios in the State of Florida – with the Florida Lottery joining the MUSL in selling POWERBALL Tickets.
February 24th sees 2 new US$ 2 Scratchers introduced by the Oklahoma Lottery. BINGO and 3D CUBE CASH both have top prizes of US$ 15,000.
BLACKJACK SHOWDOWN – another new Scratcher – is brought out by the OK Lottery on March 31st. At US$ 5 per play – the top prize is US$ 40,000.
June 23rd see 2 further Scratchers introduced by Lottery Oklahoma – firstly the US$ 1 ACE OF SPACES with a US$ 3,000 top prize – and secondly the US$ 2 SLOTS OF FUN with a top prize of US$ 15,000.
The Oklahoma Lottery Commission increases the draws for its CASH 5 game to every night with effect from July.
July 28th sees 4 new Oklahoma Lottery Commission Scratchers introduced – the US$ 3 CROSSWORD with a US$ 20,000 top prize, the US$ 2 CASH INVASION with a US$ 10,000 top prize, the US$ 1 MATCH 3 TRIPLER with a top prize of US$ 3,000 and the US$1 7-11-21 with a US$ 2,100 top prize.
The World Poker Tour: TEXAS HOLD ‘EM Scratcher costing US$ 5 is introduced by the Oklahoma Lottery on August 25th with a top prize of US$ 25,000.
September 20th sees the OKLottery alter the method it uses to draw its CASH 5 and PICK 3. A random number generator is used from now on – replacing the more traditional draw methods.
On September 29th the OKLottery brings out 4 new Scratchers – the US$ 2 games of MONOPOLY that has a top prize of US$ 15,000 as well as LUCKY 13 DOUBLER with a US$ 13,000 top prize – plus the US$ 1 games of ELECTRIC 8s with a top prize of US$ 888 and GHOULS NIGHT OUT with a US$ 1,500 top prize.
On October 9th an agreement is made between the Mega Millions Consortium and the MUSL – Multi-State Lottery Association – to allow the cross-sales of MEGA MILLIONS tickets within states that offer the POWERBALL game and the sale of POWERBALL tickets within states that offer the MEGA MILLIONS game. The Oklahoma Lottery would begin selling MEGA MILLIONS Tickets come January.
4 more new Scratchers are introduced by Lottery Oklahoma on October 27th. Firstly there is the $50,000 JACKPOT for US$ 5 per play and a top prize that matches its name. Also the US$ 2 DEUCES WILD with a US$ 10,000 top prize – and the US$ 1 games of JACK FROST and PENG WIN – with top prizes of US$ 2,000 and US$ 1,000 respectively.
The End of the Rainbow Trust wins an OK POWERBALL jackpot of an exciting US$ 32 Million jackpot on November 21st. This is currently the 4th biggest OK POWERBALL jackpot won to date.
2010
On January 31st the Oklahoma Lottery Commission sold its first lottery tickets for the national MEGA MILLIONS game – as a direct result of the recently made cross-selling agreement between the Mega Millions Consortium and the Multi-State Lottery Association (MUSL) – in October 2009.
February 10th sees one of the earliest big winners of the Oklahoma MEGA MILLIONS when Jeffery Haff from Claremore scoops US$ 250,000.
On May 20th – Terry Davis from Afton, OK also enjoys a win of US$ 250,000 on the Oklahoma Lottery MEGA MILLIONS.
The biggest win so far on the OK Lottery MEGA MILLIONS is an exciting US$ 1 Million on May 21st by Jackie Ruff from Oklahoma City.
Net proceeds raised by the Oklahoma Lottery go right back to the citizens of Oklahoma State – with all monies going towards the area of education within the state.
Education in Oklahoma is the sole recipient of OK Lottery funds which the Oklahoma Education Lottery Trust Fund distribute.
Pre-K Education right through to Higher Education benefits from OKLottery funding – monies going to support and improvements and enhancements for educational purposes – with 45% going towards K-12 education including benefits for public school teachers and support employees as well as development programs for early childhood.
45% of Lottery Oklahoma funding also goes towards helping students attend universities and colleges with tuition grants, loans and scholarships – plus the construction of educational facilities.
The remainder goes towards the Teachers' Retirement System Dedicated Revenue Revolving Fund and the School Consolidation and Assistance Fund.
