The North Carolina Lottery was originally launched back on August 31st 2005 after legislation was passed which authorized a State Lottery to be operated within the State of North Carolina.
The NC Education Lottery – NCEL – is operated by the North Carolina State government who oversee the administration, and organization of all North Carolina Education Lottery games.

The North Carolina Education Lottery – NCEL – was created on August 31st after legislation was passed – approving the proposal of a State Lottery within North Carolina.
The members of the North Carolina Lottery Commission were appointed in September.
On December 12th – the North Carolina Lottery voted to become a member of the Multi-State Lottery Association – MUSL – and sell tickets for its huge POWERBALL game.
2006
Just 3 months before the NCEducationLottery begins to sell Powerball Tickets – a world record POWERBALL jackpot of an incredible US$ 365 Million is won by a group of Nebraska factory workers following the drawing on February 18th. This still stands as the largest lottery jackpot won in the world to date on a single lottery ticket.
March 9th sees the NC Lottery show off its first Scratch-Off lottery tickets
The very first North Carolina Lottery tickets – Scratch-Offs – are put on sale on March 30th.
The NC Lottery website – nc-educationlottery.org – is sent live also on March 30th.
March 31st sees the first US$ 100,000 NC Lottery winner who goes to the NC Education Lottery headquarters to claim their prize.
Two new Scratch-Off games are introduced by the NC Lottery on April 18th.
Tickets for the North Carolina POWERBALL are first sold on May 30th 2006 when the North Carolina Lottery becomes the 31st member to join the MUSL – Multi State Lottery Association – who run & syndicate the game across the USA.
A day later – North Carolina Lottery players can watch their first POWERBALL draw take place – with the NC Lottery now selling Powerball tickets. The first NC POWERBALL draw immediately produces a US$ 200,000 winner in North Carolina.
The first NC Lottery Powerball player to win US$ 1 Million appears on June 7th having played POWERBALL using the POWERPLAY multiplier feature.
A new Scratch-Off instant ticket is introduced by the NC Lottery on September 29th – the Carolina Hurricanes ticket.
The North Carolina Lottery introduced its first online numbers game on October 6th – the Carolina PICK 3. Draws for the PICK 3 game are held seven days a week at 11.22pm EST.
The second online numbers game to be introduced by the NC Lottery – the Carolina CASH 5 – appeared on October 27th. The CASH 5 game has a matrix of 5/39 and is drawn every day at 11.22pm EST.
The NC Lottery introduces its first Holiday Tickets and the first US$ 10 ticket went on sale on October 31st.
November 29th sees the first winner of a NC POWERBALL jackpot. Jackie Alston wins an incredible US$ 74.5 Million which was a record NC Lottery win at the time and still ranks as the 3rd highest Powerball jackpot to be won by an NC Lottery player.
2007
The NC Lottery introduces its first Millionaire Raffle game on May 11th with tickets for the Sizzlin’ Millionaire Raffle going on sale.
The first Millionaire Raffle draw is held on July 4th by the NC Lottery.
July 10th sees the North Carolina Lottery introduce Big Ol’ Bucks tickets and also BOB the Pirate.
The second Millionaire Raffle game to be introduced by the NC State Lottery appears on November 11th – with tickets for the Merry Millionaire Raffle going on sale.
The NC Education Lottery holds its second Millionaire Raffle draw on December 27th.
2008
The NC Lottery introduce the $100 Million Cash Spectacular instant scratch-off ticket on January 8th – with a prize payout of 73%.
The North Carolina State Lottery bring out another new instant, scratch-off game – with Harley tickets going on sale on March 27th – with the top prize being Harley Fat Boy.
On March 31st – an extra draw is added to the Carolina PICK 3 game by the NC Lottery. In addition to the nightly draws – a daytime draw is held at 3pm EST every day except for Sunday.
The first “win for life” game is introduced by the North Carolina Lottery on August 5th – with tickets for the $139M Blockbuster scratch-off going on sale.
The first NC Lottery top prize winner of the “win for life” $139M Blockbuster emerges on September 8th – with a college student from Charlotte winning an annuity prize of US$ 1 Million.
2009
January 4th sees some significant changes to the POWERBALL game – the intention being to create larger jackpot prizes and produce even more winners. NC Education Lottery players will now see jackpots starting off at US$ 20 Million, a new US$ 1 Million is created and the Powerball matrix changes to 5/59 + 1/39. Also – draws for the Powerball move to Orlando’s Universal Studios in Florida – with the Florida Lottery joining the MUSL in selling Powerball Tickets.
April 17th sees the NC Education Lottery introduce a third online numbers game to its range – the Carolina PICK 4. Draws are to be held nightly at 11.22pm EST.
The second winner of an NC POWERBALL jackpot emerges on June 20th when Jeff Wilson from Kings Mountain scoops an amazing US$ 88.1 Million – the biggest NCLottery win to date. This still ranks as the second largest North Carolina Powerball jackpot to be won.
July 14th sees the NC Lottery introduce its World Series of Poker instant scratch-off ticket.
The first US$ 20 instant, scratch-off ticket to be brought out by the North Carolina Education Lottery appears on October 6th – the $200 Million Cash Extravaganza.
On October 9th an agreement is made between the Mega Millions Consortium and the MUSL – Multi-State Lottery Association – to allow the cross-sales of MEGA MILLIONS tickets within States that offer the POWERBALL and the sale of POWERBALL Tickets within States that offer the MEGA MILLIONS game. The NC Lottery will begin selling MEGA MILLIONS Tickets come January.
On November 9th – the NCLottery vote to take part in the cross-sales of MEGA MILLIONS tickets.
2010
The NC Lottery introduce another new instant, scratch-off ticket – the PRICE IS RIGHT – on January 26th.
On January 31st the North Carolina Education Lottery – NCEL – sells its first lottery tickets for the national MEGA MILLIONS game – as a result of the recently made cross-selling agreement between the Mega Millions Consortium and the Multi-State Lottery Association (MUSL) – in October 2009.
An incredible US$ 141 Million jackpot is won on the North Carolina POWERBALL on February 8th. Frank Griffin is the lucky winner of what stands as the biggest jackpot to be won in NC Lottery history.
The very first NC MEGA MILLIONS jackpot to be claimed is a cool US$ 12 Million jackpot won by lucky Greensboro couple – Mike Manheim and his wife Faye – on May 28th. Their Mega Millions winning numbers are: 3, 11, 20, 29, 39 and a MEGA Ball of 26.
July 2nd sees tickets for the 3rd Millionaire Raffle go on sale by the NC Lottery. The CASH SPLASH MILLIONAIRE RAFFLE game offers a top prize of US$ 1 Million.
2011
The Carolina Cash 5 produced its biggest jackpot to date when it reached US$ 1.35 Million on May 5th and was claimed by 3 winners – 2 from Greensboro and 1 from Crouse.
2015
The biggest jackpot win in the history of the North Carolina Lottery to date was won on February 11th 2015 when a massive US$ 564.1 Million Powerball jackpot was shared between 3 winning tickets in North Carolina, Texas and Puerto Rico – each netting a cool US$ 188.33 Million.
Net proceeds raised by the North Carolina Education Lottery go right back to the citizens of the State of North Carolina – with all monies going towards the area of education within the state.
Education in North Carolina is – in fact – the sole recipient of NC Education Lottery funding which is distributed by the Office of State Budget and Management having first been transferred to the Education Lottery Fund.
The NC Education Lottery can rightly claim to be one of the few USA Lottery companies to appropriate their proceeds towards the area of education alone.
A brief breakdown of the areas where the profits from Lottery NC games go – shows us that the majority (50%) goes towards at-risk Pre-K programs and class size reductions. 40% goes towards the construction of schools and 10% goes towards College Scholarships.
