Manitoba Lotteries Corporation
The Manitoba Lotteries Corporation – MLC – is the Canadian Lottery company that distributes Canadian Lottery products within the Canadian province of Manitoba.
In addition to providing Manitoba Lottery games – the MLC operates 2 casinos in Manitoba and operates the provinces’ network of Video Lottery terminals.

LOTTO 649

you will have your winnings paid to you in the form of a tax free cash lump sum.
You will have 1 year from the date on which the draw was made, in which to claim your prize – after which your Manitoba Lottery ticket will become invalidated.

How Are Western 649 Prizes Paid ?
If you become the lucky winner of a Western 649 jackpot, the WCLC will pay your winnings to you in the form of a tax free cash lump sum.
If you win any prize on the Western Lotto 649 you will have up to 1 year from the draw date in which to claim your prize before your winning lottery ticket becomes invalid.
If your win with the Western Canada Lottery Corporation is up to CAN$ 1,000 you will be able to claim your prize from one of the WCLC lottery ticket sales centers across the region.
If you have won between CAN$ 1,000 & CAN$ 9,999,999 on the Western 649 – you will be able to claim your winnings at one of the WCLC Prize Payout Offices in Winnipeg, Manitoba.

Manitoba Lotteries & Gaming Timeline – History
1969
Lotteries, sweepstakes and casinos are authorized to take place in Alberta and the rest of the country due to a change in the Criminal Code of Canada.
1970
The very first Canadian Lottery game was sold in Manitoba.
1971
The Manitoba Lotteries Commission is formed to run government lotteries within the province – this organization would become today’s Manitoba Lotteries Corporation in 1993 when it became a Crown corporation.
1974
The Western Canada Lottery Foundation – WCLF – is founded in as a non-profit organization for the purposes of operating Canadian Lotteries in the western provinces of Canada – Alberta, Saskatchewan, Manitoba and British Columbia. Founding members of the WCLF were Manitoba Lotteries, the Alberta Lottery, Saskatchewan Lotteries and the BC Lottery. Later provinces to join would be the Yukon with Yukon Lotteries and Sport North from the Northwest Territories.
1976
The Interprovincial Lottery Corporation – ILC – is created by 3 provincial Canadian Lottery companies to oversee and operate country wide Canadian Lotteries. The Canadian Lotto companies that formed and make up the ILC are the Western Canada Lottery Corporation – WCLC – BC Lottery – BCLC – and the Ontario Lottery and Gambling Corporation – OLG.
1978
The Quebec Lottery company – Loto Quebec – joins the Interprovincial Lottery Corporation – increasing membership of the ILC to 4 provincial Canadian Lottery companies.
1979
The Atlantic Lottery company – Atlantic Lottery Corporation – ALC – joins the Interprovincial Lottery Corporation – further increasing membership of the ILC to 5 provincial Canadian Lottery companies.
1980
The Manitoba Lotteries Gaming Control Commission – MLGCC – and the Manitoba Lotteries and Gaming Licensing Board – MLGLB – are formed when the Lotteries and Gaming Control Act is passed in Manitoba.
1982
The Manitoba Lotteries Foundation – MLF – is formed replacing the Manitoba Lotteries and Gaming Control Commission – MLGCC – and the Manitoba Lotteries and Gaming Licensing Board – MLGLB – when the Manitoba Lotteries Foundation Act is passed in Manitoba.
In June – Lotto 649 is launched across Canada in by the Interprovincial Lottery Corporation – ILC – and is sold as an MLC game through the multi-provincial Western Canada Lottery Corporation – WCLC. It is the first nation-wide Canadian Lottery game to be introduced.
1984
Sole responsibility for the distribution of Canadian Lottery games within Manitoba as well as casino operations is assumed by the MLF as its role changes from that of regulatory body to include the operation of gaming activities.
The MLF acquires 3 Bingo facilities in Winnipeg and becomes the sole distributor of official break open lottery tickets and Bingo paper.
1985
The BC Lottery company – BCLC – withdraws its membership of the WCLF – Western Canada Lottery Foundation.
1986
The Western Canada Lottery Corporation – WCLC – replaces the Western Canada Lottery Foundatation – WCLF.
The MLC open a casino at the Winnipeg Convention Centre called Casino at the Centre.
1989
In December the MLC opens Canada’s first year round casino – the Crystal Casino at the Hotel Fort Garry.
The Winnipeg Convention Centre Casino is closed.
1990
Sports betting – now known as SPORT SELECT – is introduced into the Western Canada Lottery Corporation – WCLC – portfolio.
1991
In November the MLC introduce VLT’s – Video Lottery Terminals – into MLCC into rural Manitoba.
1993
The Manitoba Lotteries Corporation – MLC – is formed when it becomes a Crown Corporation – replacing the MLF.
The MLC open the Club Regent and McPhillips Street Station in June.
Video Lottery Terminals are introduced by the MLC into Winnipeg in September.
1994
The Interprovincial Lottery Corporation – ILC – launch a second nation-wide Canadian Lottery in May – the Lotto Super 7. The Lotto Super 7 is sold by the MLC through the Western Canada Lottery Corporation.
1996
It is recommended by a report from the Lottery Policy Review Working Group that the MGCC – the Manitoba Gaming Control Commission – is established with the aim of keeping MLC regulatory and operational roles separate, thus avoiding any perceived conflicts of interest.
1997
The MGCC opens on October 20th in a regulatory capacity – with the MLC continuing to maintain its operational and marketing role on the Canadian Lottery gaming side.
1999
The Crystal Casino closes in July to make way for the opening of the revamped McPhillips Street Station and Club Regent casino sites.
December sees the formation of the First Nations Casino Project Selection Committee who’s job it is to choose proposals for up to 5 First Nations casinos.
2000
In May the First Nations Casino Project Selection Committee recommends its chosen proposals for 5 Manitoban First Nations casinos.
2001
In February talks begin with the 5 proposed First Nations casino operators.
2002
The first of the Manitoba First Nations casinos opens in February at Opaskwayak Cree Nation – the Aseneskak Casino.
November sees the Lotto 649 celebrating its 20th Anniversary by holding a special CAN$ 6.49 Million draw at a Canadian Football Grey Cup game.
2004
In May, the nation-wide Canadian Lottery – Lotto 649 – is revamped by the Interprovincial Lottery Corporation. It becomes a CAN$ 2 game and will produce much bigger jackpots and provide even more chances for players to win.
The largest Lotto 649 jackpot won to date – CAN$ 29.14 Million – is won in Ontario in August.
2005
Manitoba’s second First Nations casino opens in May – the South Beach Casino on the Brokenhead Ojibway First Nation about half an hour north of Winnipeg.
In October the Lotto 649 produces a record CAN$ 54.3 Million jackpot which was won by 17 oil and gas plant workers from Camrose, Alberta. This was also a record figure for all Canadian Lotteries. For this record draw it was estimated that 2 out of every 3 Canadians purchased Lotto 649.
2006
August sees the Lotto 649 produce the 2nd largest Canadian Lottery jackpot to date – with CAN$ 43.2 Million won between winners in Ontario and Quebec.
2007
The licensing of charitable Texas Hold’em Poker tournaments begins by the Manitoba Gaming Control Commission – MGCC – providing charities with a further opportunity for raising funds.
2009
The very last Lotto Super 7 draw is held on September 7th as the Interprovincial Lottery Corporation – ILC – ceases the game to make way for a new, even better nation-wide Canadian Lottery.
The ILC introduce a brand new countrywide Canada Lottery game – called the LOTTO MAX on Friday September 18th with the first LOTTO MAX draw taking place on Friday September 25th. Jackpots would start at an amazing CAN$ 10 Million and regularly climb to an amazing. The LOTTO MAX is sold by the MLC through the Western Canada Lottery Corporation – WCLC.
November 6th 2009 saw the biggest jackpot win in Manitoba Lottery history when US$ 50 Million was won on the LOTTO MAX by Kirby and Marie Fontaine from Sagkeeng.
